IF (Inside Film Magazine) recently had an interview with Julie Gardner where she revealed many things. You can read the full interview here. There's Sarah Jane Adventures , Torchwood and Doctor Who information there.

In this interview the Interviewer asked;
"At the end of Doctor Who Series 3, you left it open for the Master to return?"
Julie Gardner replied;
"It would be rude not to, and he’s a great character. John Simm is amazing and I would go to work everyday with him. His scenes were so much fun to do."

So maybe we might see The Master again, I'm not sure when it could even be next series (Series 4), Only time will tell.
Also during the interview she ruled out the rumour that Dennis Hopper was to appear in Doctor Who Series 4.
